The National Land Agency of Japan is investigating the capital functions relocation from various standpoints, but it deems that this issue should be addressed through a wide range of national discussions. We believe it is important to actively provide various information concerning the capital functions relocation. It has therefore decided to provide people playing active roles in various sectors with information including trends of the capital functions relocation.We are willing to send a wide range of information to you in the hope that you would read it.



Main Points of the Capital Functions Relocation

(1) What is the Capital Functions Relocation?

These imply relocating the central functions of registration,administration, and judicature outside the metropolitan region- and convey the same meaning as "Relocation of the Diet and Other Organizations".

- Such region which includes areas within approximately 60km from the center of the city of Tokyo (equivalent to part of Tokyo Metropolis and Saitama, Chiba, Kanagawa, and Ibaraki Prefecture).

(2) Why Should the Capital Functions be Relocated?

The relocation is necessary to:
(a) Promote innovation of all the national political organizations.
(b) Correct the uni-polar concentration of activities in Tokyo.
(c) Augment the capability to deal with national land disasters.

(3) Details of Previous Activities and the Schedule?

Exhaustive discussions have been going on in various sectors based on the Act for the Relocation of the Diet and Other Organizations passed by the House members after the diet resolution was made in 1990.
In 1995, detailed decisions were held concerning the significance and effects of the relocation and the criteria for selecting the relocation site. Regions suitable for the relocation are being selected by the Council for the Relocation of the Diet and Other Organizations (an advisory body to the Prime Minister chaired by Mr. Wataru Mori) with a target date of autumn 1999.
