The investigation results were concluded at the Council meeting on November 16, 1998.
The investigation included field investigations in which the council members visited Miyagi, Fukushima, Ibaraki, Tochigi, Gifu, Shizuoka, Aichi, Mie, Shiga, Kyoto, and Nara Prefectures for on-the-spot, direct observation and for exchanging opinions with people whom it would otherwise be difficult to do so. (i.e., representatives from the prefectural (or city, or town) assemblies, local government officials, and local economic sectors and experts in the fields of urban planning, environment, earthquake, volcano, regional economy, etc.).
