Current Status of Deliberations by the Council for the Relocation of the Diet and Other Organizations |
The Council for the Relocation of the Diet and Other Organizations has been
investigating and deliberating from various standpoints to select candidate
sites for the relocation of three central functions,administration, legislation,
and judicature. The status of the deliberation is presented below.
As part of the detailed investigation in each region, field investigations
were conducted from September through October 1998 (for a total of nine days)
in the related eleven prefectures as the target regions for investigation. The
investigation results were concluded at the Council meeting on November 16,
1998.
The investigation included field investigations in which the council members
visited Miyagi, Fukushima, Ibaraki, Tochigi, Gifu, Shizuoka, Aichi, Mie, Shiga,
Kyoto, and Nara Prefectures for on-the-spot, direct observation and for exchanging
opinions with people whom it would otherwise be difficult to do so. (i.e., representatives
from the prefectural (or city, or town) assemblies, local government officials,
and local economic sectors and experts in the fields of urban planning, environment,
earthquake, volcano, regional economy, etc.).
Main Points of Explanations and QuestionsThe explanations and questions are summarized below. Local prefectures made the following enthusiastic statements: (a) "Relocation to the region would contribute to formulating a new backbone of the national land. "; (b) "The scale and construction costs of the new city can be reduced by utilizing the existing city and traffic infrastructure."; (c) "Existence of sufficient lots enables urban construction utilizing abundant natural resources." |

The Council members presented the following problematic issues: (a) "Can
and be Acquired?"; (2) "Is a stable water supply available?";
(c) "How about safety against earthquakes?"; (d) "Is there
any possibility of being merged into the existing city?"; (e) "Is
coordination with Tokyo possible?"; (f) "Is there any problem
in traffic access?" |

Public Hearings Will be Held!The Council for Relocation of the Dietand Other Organizations plans to hold public hearings with participation by the Council members in nine regions around country to listen to opinions of a wide range of citizens to contribute to building up a national consensus as well as to reflect the opinions in future deliberations and report conclusion. Times and places for attending the hearing and making statements are as follows:

(a) Those who desire to participate in the hearings for both of the Tokyo and Fukuoka Meetings should apply by mail or fax clearly describing their address, name, age, telephone number, desired place of hearing by the January 20, 1999 (for sending address, refer to the end of this page). (b) If there are too many applicants, admission tickets will be sent to people selected by the Council (Announcements of selection results will not be sent). (c) Those who desire to make a statement in the meeting should write clearly "Statement Desired" and summarize the statement (about ten minutes will be allowed for each statement. If too many people desire to speak, the Council will select speakers in advance). |
