In March 2000, the Ministry of Construction (now Ministry of Land, Infrastructure and Transport) released the "Guideline for protection of private information in the automatic toll collection system," which defines basic requirements on handling ETC private information to facilitate proper operation and protect the rights and benefits of toll road users. The guideline covers the following: the requirements for the collection, use and provision of private information, and for proper information control; responsibilities of personnel in charge of information processing; out-sourcing of information processing; information disclosure; requirements for information controller; and handling of complaints.
