Unmanned and cash-less toll collection by ETC will reduce the costs of operating toll gates and solve security problems of the gates. Smart ICs require only small structures and land areas, reducing the construction cost to about one-half unless the traffic volume shows a drastic jump.
Smart interchanges will be easier to construct than the conventional interchanges for approximately 200 municipalities along expressways that have no interchanges. Access to expressways will encourage companies to construct factories, etc., and will help to revitalize the economy of regional communities.

By constructing dedicated ETC gates in service areas (SAs) and parking areas (PAs) through which vehicles can make U-turns, SAs and PAs will be much more convenient. In addition, regional communities will be revitalized by linking SAs and PAs to commercial, recreational, and freight distribution centers.
