The Road Communication Standard is a "common language" for communicating information about roads. In human conversation, people use the same language to communicate with each other. ITS systems use a common language called the Road Communication Standard to mutually exchange information.
Most communication systems have two functions, which are 1) a message transfer function for correctly transmitting messages under a standardized communication rule (protocol), and 2) a message interpretation function for correctly conveying the meaning of the messages to the application according to a standardized message interpretation rule. The Road Communication Standard prescribes the former in the Protocol Standard and the latter in the Message Set Standard and Data Dictionary Standard.
