Establishment of master contractor and subcontractor relations based on equality is necessary for proper execution of construction work and sound development of the construction industry. Therefore, in the "Guidelines for Rationalization of the Production System in the Construction Industry" drafted in 1991, general construction business operators and special construction business operators clarified, as equal partners, their roles and responsibilities, showed the state of the construction industry in regard to them, and promoted actions for creating proper master contractor and subcontractor relations based on the guidelines.

 

 

To secure proper payment of subcontractors in winter when the demand for capital is expected to rise, rigorous execution of proper subcontracting and subcontract payment was demanded from the heads of construction businesses.

The ministry also demands further rigorous work execution management, since it has received notices of improper execution of construction work for large-scale structures in recent years.

To understand the actual conditions concerning conclusion of subcontracts and payment for subcontracts and with the goal of utilizing this information for guidance concerning creation of proper master contractor and subcontractor relations, factual investigations were conducted on the situation of subcontract payment and receipt of subcontract money.

As a result of these investigations, we provided guidance to individual business operators and demanded improvement reports in cases where improvements were necessary. If more detailed investigations were required, the ministry conducted on-the-spot investigations, provided guidance, and promoted plans for creating proper relations between master contractors and subcontractors.
