The Miyako-Morioka Road supports the rapid recovery of disaster-affected areas through the promotion of communication and cooperation between coastal and inland areas that were affected by the Great East Japan Earthquake.

The Shin-Kuzakai Tunnel forms part of the Miyako-Morioka Road. It is at the highest point of Kuzakai Pass, which is known as the most treacherous stretch of National Road 106. Kuzakai Pass has many sharp bends and steep slopes, and is problematic due to the high likelihood of accidents, etc. The tunnel is being built to alleviate these issues.

The tunnel has already been dug, and paving work is in progress. Once it is complete, it will be the longest road tunnel in northern Tohoku, with a total length of 4,998 m.
