Mission of the Policy Research Institute for Land, Infrastructure, Transport and Tourism (PRILIT)

It is necessary to strengthen the function of policy formation of the administration of Ministry of Land, Infrastructure, Transport and Tourism as the base to support the socio-economy, in order for our country to develop as the “hub for the creation of knowledge” hereafter. Under such circumstances, it is the mission of Policy Research Institute for Land, Infrastructure, Transport and Tourism as the think-tank of the Ministry of Land, Infrastructure, Transport and Tourism to contribute widely to the formation of policy in national Land by supporting the function of planning and proposing capabilities of the internal subdivision as well as providing “opportunity” for policy research and dissemination of the study results.

In order for the Policy Research Institute for Land, Infrastructure, Transport and Tourism (PRILIT) to carry out the mission, following 3 functions will be the pillar of the research study.

1) Analysis of socio-economic trends and proposal of long term visions for the future
2) Analysis of objective policy impacts through variety of analysis technique
3) Study of new managerial approaches for the public-sector both in Japan and overseas

(1)Analysis of socio-economic trends and proposal of long term visions for the future

In order for our country to keep developing continuously in the 21st century, it is necessary to continue the socio-economic revolution and indicate people clearly the long term vision of the development. In order to do so, first of all, a profound analysis of long term socio-economic trends is inevitable. On that basis, it is important to delineate an outlook for the area of Ministry of Land, Infrastructure, Transport and Tourism. As the mission of the administration of Ministry of Land, Infrastructure, Transport and Tourism is especially the basic formation of the hardware and software of socio-economy, it is necessary to form the “Place” and “Space” for activities, implement pioneer efforts through pilot program and basic research studies on the paradigms of various socio-economic systems and on overall institution, to enable people to exhibit their potential freely in the new era.

(2)Objective Analysis of policy impacts through variety of analysis technique

Through the concrete policy implement, it is very important to expand the people oriented administration, based on a customer-focused and output- oriented point of view. In order to do so, it is inevitable to acknowledge the effect of policy concretely. Especially, with the strained condition of public finance, efficient and effective operation of administration is demanded, and the effort toward analysis of policy effect is required from the point of view of promoting the distribution of administration resources to the areas really in need. In order to fulfill the accountability to people, it is necessary to perform more objectively and at the same time more technically, the analyses of the past policy outcome and the future consequence which will be brought out hereafter from the new policy.

(3) Research Study of new managerial approaches for the public-sector both in Japan and overseas

It will be more efficient trying to introduce and apply into the administration of the Land, Infrastructure, Transport and Tourism through planning policy facing the new issues for the public-sector, to study new managerial approaches, newly invented and developed both in Japan and overseas, rather than only planning on basic conventional administrative technique. New public management, for example, has been substituted for former scientific organization management approaches and will be introduced to the administration field. It is a new economic organization theory, considering the factors such as opportunistic aspect of human, asymmetry of information, transaction costs. Also the partnership between administration and private sectors are being built, and policy development with people themselves participating in the policy is on the way in order to transform to the socio-economy based on individual independence. For this, it is necessary for PRILIT to support by collecting information and continuing researches on the approaches towards progressive management revolution of private sectors, communes, and overseas in order to enable self improvement for each department engaged in the administration work.
