Research study on the sustainable tourism policy(Report No.146)

Summary

The process of the study is organized as follows in the five steps:
1. After exploring the concept of sustainable tourism, we reviewed research papers on it written in Japanese and foreign languages to summarize points to be discussed.
2. We collected examples of troubles which possibly derived from the rapid increase of international visitors in Japan accompanying an impact on local residents and communities. Along with points summarized in the first step of this process, these examples of problems and policies were incorporated into our analysis on trends of sustainable tourism in Japan. Then we examined with related tourism policies and programs which municipals and DMOs formulated.
3. To figure out issues for promoting sustainable tourism in Japan, we compared and analyzed on examples of problems and policies organized in the second step.
4. We carried out extensive research into advanced efforts in overseas to suggest countermeasures for the issues which was pointed out in the third step.
5. We suggested some directions for considering policies for sustainable tourism in Japan.

Our suggestions are as follows:
(1) Comprehensive viewpoint and well-coordinated measures
(2) Case-by-case approach for problems and comprehensive indicators for tourism with a data-based management system
(3) Monitoring problems caused by negative impact at an early stage and achieving quality tourism by enhancing international visitors' reception and controlling measure in combination
