Enforcing regulations is not the only way to secure harmony as well as safety with the environment. Taking into account economic and autonomous effects and trying various combinations (policy mixing) the following ideas needs to be promoted.

1. Responding to Environmental Problems with the Construction of a Circulation Society
(a) Promoting policies for the "greening of automobiles" 19 as well as improving other counter measures for transport machinery, promoting model shift and ocean pollution measures is a must.

<Proposal>
Promotion the following measures to deal with environmental problems.

- The development and use of super Eco-ships12. The establishment sea highway network13 and ocean ITS14 in new project to "Revitalize Sea Transport"
- The establishment large oil gathering ships and cleaning machinery to protect the ocean environment from pollution resulting from large oil spills.
- Improving the earth's environment observation system
- Looking at ways to decrease emissions from ships, aircraft and Shinkansen noise.
