| (b)Towards the construction of circulation society, the reduction of waste from public works and transport, the reuse of used products, and the recycling of collected materials as raw materials must be enforced, along with appropriate disposal of motor vehicles and pleasure boats. We also need to look at means to prevent the illegal disposal of waste and ways to improve the recycling of goods. We need to construct of an efficient distribution system that has little environmental impact. There also must be an investigation into ways of integrating recycling and reuse routes into supply routes for raw materials to manufacturing plants while taking into account the effects of surges in distribution. Stop points need to be established so large volume transport can be employed. |

| 2. Securing Transport Safety Promoting the policy mentioned in (1) 3. "Improving the Safety of Motor Vehicle Transport" as well as improvements of the safety of rail, sea and air travel, where there is potential for a large number of fatalities in accidents is important. <Proposal> The following measures can be advanced to secure safety of transport - To improve the public's image of public transport safety the causes of accidents need to be analyzed and safety measures be implemented. Crime prevention measures must also be put in place. - The employment of intelligent accident prevention measures and next generation security system in ships and other ocean going vessels to improve transport control function. - Taking accident prevention seriously by examining the causes of accidents from all angles, in particular the causes of rail and air accidents. Strengthening the implementation of safety measures scientifically and impartially. Using permanent and expert organizations to investigate critical incidents24 and to come up with contingency plans to prevent future accidents. |
