2. Passenger Transport and Car Ferry Transport


(1) General condition of transport
    ln observing the actual transport results of passenger regular service line enterprises for the fiscal year of 1973, we find that in passenger transport, it was 171 million persons and a decrease of 8.7% in nulTlber of persons in comparison to the preceding fiscal year and in passenger-kilometer, it was 7,40C million passenger-kilometer and an i11CreaSe Of 10.3% as shown in Fig. II-(I)-5. The major reason for showing a decrease in the number of persons was because the demand declined since the oil crisis. Whereas, the reason for showing a favorable increase in passenger-kilometer was greatly due to the repletion of medium and long haul ferry lines. (Fig. II-(I)-6)
    On the other hand, the transport volume of cars by car ferry in number counted 20,364,000 units, an increase of 5.0% over the preceding fiscal year, and in transported car-kilometer showed a great increase of 38.1% in cornparison to the preceding fiscal year to 1,486 million car-kilometers. Particularly, the ransport increase by long haul ferry was remarkable and in car-kilometer it showed 1,063 million car-kilometers which were 1.8 times that of the preceding fiscal year.
    The long haul car-ferry was sustained by factors such as congestion of roads, shortage of truck drivers, wide area commecial activities or leisure activities by passenger cars, etc., and as a land to sea combined transport system from door to door, it showed a remarkable development. As of end of July, 1974, there are 24 service lines which have the total of 17,754 route kilometers in service and there are 54 vessels aggregating about 390,000 gross tons commissioned in service.
(2) Operational conditions of passenger service line enterprises
    In observing the income and expenditure of passenger service line enterprises for the fiscal year of 1973, a great deficit is shown for the passenger service line enterise as a whole. Particularly, the worsening of account settlement condition of pdvate enterprisers and local public bodies with many short service lines is conspicuous. AIso, On the medium and long haul ferry enterprises which have progressed favorably due to the favorable increase of demand, the increase of various expenses in the recent years is oppressing financial condition of the enterpdses.
