ln small and medium enterprises of the fishing industry, coastal shipping
industry, etc., the general system to manage seamen is not consolidated since
the operation basis is fragile and this fact leads to a cause of impeding the
elevation of working conditions and in its turn becomes the dominant cause of
intensifying the difficulty of filling job vacancy and the frequent occurrrence
of marine casualties and other labor disasters.
In order to cope against this, an improvement guidance standard concerning
working conditions of fishing vessel crews and small-sized vessel crews was
stipulated and efforts were exerted in the effective improvement of the actual
condition of labor. Moreover, for planning the establishment and modernization
of the labor management system, the assignment of a person in charge of labor
and the systematization of the labor management division are directed and encounraged
against enterprise bodies which employ fishing vessel crews and small-sized
vessel crews.
