CHAPTER 3. THE PRESENT CONDITIONS AND COUNTERPLANS OF MARINE POLLUTION


    With the rapid development of industrial economy and improvement of living standard in the recent years, the pu11ution of surrounding sea areas of Japan has rapidly and widely progressed due to dusts and filthy waters and massive volume of living wastes which originate on land and are flown in through rivers and canals, oil and various wastes discharged from vessels and industrial wastes such as waste liquids from seaside factories and it has now become a great social problem. (See Fig. II-(V)-2.)
    In order to prevent such marine pollution, the strengthening of control on ocean casting punishment, etc., and the surveillance and control system by the Marine Safety Agency are being further developed. Moreover, the improvement of wastes and waste oil disposal facilities is promoted and the institution of waste oil disposal facilities, etc.) is urged against vessels.
    Although it is necessary to expedite such policy enforcement also in the future, it is furtherly necessary to plan the improvement of sludge disposal techniques and marine pollution prevention techniques such as the automatic recording device of discharged oils from vessels, etc., besides exerting efforts in the development of assessment techniques on port improvement works, etc., and their implementation upon performing basic surveys and researches on the grasping of actual pollution conditions, elucidation of natural purification mechanism of the sea.
