CHAPTER 2. VARIOUS ENFORCEMENT OF POLICIES FOR SECUREMENT
OF MARITIME SAFETY
Marine accidents originate upon overlapping of factors such as navigation
environments, natural conditions of meteorology and marine meteorology, performance
of vessels, technical skill of navigators, etc. Particularly, in the recent years,
the condition of marine accidents has changed and become more complicated due
to the congestion of vessel navigation in ports, narrow waterways and coastal
waters, and mammothing of vessels and providing special purpose ships.
In order to secure the safety of marine navigation admit such conditions,
the legislation for maintenance of marine navigation order is planned as well
as improving the navigation environments of navigation lanes, ports, etc.
Moreover, for elevating the safety of the vessel, itself, the repletion of
the vessel inspection system and the consolidation and strengthening of the safety
standard of vessels are planned and enforcement of various policies are adopted
so that the operating capacity of vessels is improved by sufficient securement
of mariners and elevation of temperament.
Furthermore, the communication system and salvage system for efficiently performing
marine accident salvage when a marine accident actually originates are being developed.
