The economic development supports of our country to under developed countries
in 1974 totaled 2,962,300,000 dollars. This included the government development
support or economic cooperation of the government base which consisted of the
technical cooperation such as acceptance of trainees, dispatch of experts and
execution of development surveys and the financial cooperation in the forms
of, for example, yen loans, gratuitous aids and reparations and totaled 1,126,200,000
dollars exceeding 1,011,000,000 dollars in the previous year.
The technical cooperation relative to transportation includes execution
of development surveys, acceptance of foreign trainees and dispatch of experts
to the under developed countries and the case number of such cooperation has
increased greatly in these years. In fiscal 1974, 21 cases of development survey
including that for the port construction project of the Republic of Korea were
carried out, while technical training courses concerning the transport were
given to 250 trainees received from the under developed countries. Further,
the number of experts dispatched for technical cooperation in fiscal 1974 totaled
79.
The financial cooperation of the Ministry of Transport includes yen loans
and reparations. For the yen loans, notes verbal were exchanged for 5 cases
including those for construction of vessels of Indonesia in fiscal 1974, and
agreements for loans for 5 economic cooperation projects including that for
the railway construction project of Zaire.
For the reparations, furnishment was continuously made to the Philippines,
Burma and the Republic of Korea.
As the international cooperation with the advanced countries, participation
to OECD and ECE may be cited. With respect to the cooperation through OECD,
exchanges of information and opinions were made at the levels of Sea Transport
Committee, its Shipbuilding Panel and Sightseeing committee. For ECE, exchanges
of information and discussions were made at the Automobile Structure Expert
Conference and International Automobile Conference.
In addition to the foregoing, meetings of the U.S.-Japan Transport Expert
Conference and Ministerial Council of European Conference of Ministers of Transport
were held.
