Chapter 3  Sluggish Management of Transport Business


Section 1. Trend of Management


1. General

    The management of the transport business improved over the preceding fiscal year in most fields in spite of the stagnation of transport activities. This is accounted by the revisions of fare and the small growth of personnel expenses, which account for more than 50% of operating costs in most business (Fig. 2-3-1). However, most of the fields failed to eliminate deficits (Fig. 2-3-2).

 


2. Trend in Various Divisions

    The Japanese National Railways declared the deficit of 910 billion yen. However, generally speaking, private railways succeeded in improving their management over the previous fiscal year. In the field of motor vehicle transportation, buses and coaches, trucks and forwarding business decreased deficits. However, none of motor vehicle transport businesses could eliminate deficits because of the turn into red in the field of taxis and hired cars. Coastal shipping business decreased profits because of rising costs. Air transport business decrease deficits because of increasing demands accounted by the Okinawa Oceanic Exposition etc. Relatively stable financial conditions both in short-term and long-term prospects are maintained in all the fields. From the standpoint of added value, Japanese National Railways and the road transport division, such as bus and truck enterprises, are below the other industries.

 


3. Transport Business Operated by Local Authorities

    ln fiscal 1975, twenty-six urban bus enterprises operated by local authorities (operating mainly in cities with the population of at least 1 million or holding at least one hundred vehicles) produced the deficits amounting to 46 billion yen, which means the increase of 1.8 billion yen over the preceding fiscal year. The three subways operated by Tokyo, Nagoya and Osaka produced the deficit of 20.6 billion yen. Management difficulties are especially serious in subways operated by Tokyo. Some transport enterprises operated by local authorities have been criticized for inefficiency. Their rationalization must be promoted.
