Section 3. Environmental Preservation


1. Current State

    The law related to the regulations of vibrations was enacted in June, 1976. As a result, seven typical causes of pollution came almost wholly under legal restrictions. Efforts have been made to promote the regulations on and environmental preservation measures against traffic pollution such as auto-exhaust, noises from automotive traffic, new trunk lines and aircraft etc. and marine pollution respectively.

 


2. Direction of Environmental Preservation

    The prevention of traffic pollution can be effected by the following five measures. First, the regulations on discharging environmental pollutants, such as auto-exhaust and oils and wastes discharged from ships should be developed. Secondly, each project should be planned and undertaken on the basis of integrated judgments with full understanding of the desires of local self-governing h)dies. When a project has large effects on the environment, such environmental effects to the regions should be estimated in advance and the techniques for the assessment of environmental effects including the environmental preservation measures should be developed.
    Thirdly, pollution problems caused by the development and operation of traffic facilities are closely related to a site of concerned works and a surrounding condition. So it is important to maintain harmony with a land utilization plan. The fourth measure is related to the expenses' of pollution control. Huge expenses are required for pollution control. So on the principle that, polluters must bear the burden and make enterprises efforts, such expenses should be borne by indirect polluters, namely, users. The fifth measure is development of pollution control techniques, which is one of fundamental methods for solving pollution problems.
