The year of fiscal 1976 for the Japanese economy as a whole can be considered
to have been the second year in the process of recovery.
There was, however, a pessimistic outlook that had never before been seen
in the second year of a recovery period. That is, the upsurge in the economic
conditions did not spread through the entire economy, and a series of countermeasures
had to be taken in succession in order to boost the economy.
