In fiscal 1976, international transport showed steady increases in the
volume of freight and passengers, but domestic transport generally declined:
passenger transport which had been rising for some time, remained at a very
low level (Table 1-1-1).
Further, the Japanese international balance of payments in fiscal 1976 (IMF
base) represented a surplus of $3,252 million in the overall balance, going
into the black for the first time in four years. In the balance figure, services
and transfers, which are concerned with transportation, had deficit balances
in all sectors such as shipping, aviation and tourism. These deficits totaled
$3.9 billion, or up a sharp $754 million in the level of deficits from the previous
year.
