Due to her geographical and meteorological conditions, Japan is prone to suffer various kinds of disasters,and transport facilities are greatly damaged each year.
The Ministry of Transport, the Maritime Safety Agency and the Meteorological Agency are all engaged in mapping out an anti-disaster operation program based on the Disaster Countermeasures Basic Act to enforce various kinds of measures. As for maritime anti-disaster measures, the structure of maritime disaster prevention was changed as a result of the enforcement of the law concerning prevention of ocean pollution and maritime disasters. As for anti-earthquake measures, the structure of promotion of earthquake prediction was reinforced along with the establishment of the earthquake prediction promotion headquarters within the Cabinet in October, 1976.
