Section 3. Preservation of the Environment


1. Air Pollution by Automobile Exhaust Gases

   At present, although the air pollution caused by automobile exhaust gases has been gradually declining on the whole, the concentration of nitrogen oxides continues to remain at a high level. Enforcement of a measure is one of the important issues in question. The third round of restriction measures concerning fixed pollution generation sources was enforced in June, 1977. In addition, control has also been reinforced on mobile pollution generation sources, namely motor vehicles (Figure 3-2-2).

2. Marine Pollution

   Marine pollution has been gradually improving on the whole, but the preservation standard should be further improved. As for measures for sea pollution prevention, work is proceeding with an improvement in waste oil treatment facilities, oceanic waste treatment facilities, incineration facilities and shores for burying waste product. In addition, the utilization of an oil fense and oil dispersants is set as an obligation. In the surveillance and control of sea pollution, efforts must be made to further strengthen the structure of sea pollution prevention.

3. Noise Problems by Traffic

   Noise pollution, due to the multiplicity in generation sources, is a profound concern of daily life. However, the problems of traffic noise have created many cases of litigation and disputes concerning the noise from road traffic: the Shinkansen and aircraft, have surfaced as social problems. Future measures such as the development of technology on automobile noise reduction and stricter restrictions should be promoted for prevention of noise pollution related to automobile traffic. And as for Shinkansen and other railways, measures should be taken in such areas as control on sound sources by the use of sound prevention walls, and obstacle prevention. As for aviation, pollution control should be promoted with emphasis on elimination of noise generation sources and preservation of airport vicinities.

4. Enforcement of Environmental Impact Assessment

   In order to maintain favorable environmental conditions, it is essential to prevent the generation of pollution. In the implementation of a planned project, prediction and assessment concerning the degree and details of pollution effects upon the environment must be made. It is also important that enforcement of the environmental pollution effect analysis assessment be conducted on the basis of full understanding of the intentions of local public bodies.
