Chapter 4  Expansion of Air Transportation and Development of Airports


   During the last decade air transportation has achieved striking development helped by such factors as the expansion of air service networks, the introduction of larger planes, the bigger transport capacity with the use of more jet planes, the improvement of safety systems, the promotion of environmental measures for airports and the improvement of the management of aviation corporations. Air transport is now indispensable for the people not only in domestic but also in international transportation, especially in the medium-and long-distance fields. (See Figs. 26, 27, 28)
   In order to meet the expected substantial future increase in air transport demand, however, the biggest task of the moment is to promote the construction and expansion of airport facilities, including some major projects. (cf. Fig. 29)
   Firstly, it is necessary to promote the so-called Three Big Projects, that is, early completion of the second-phase construction work on the New Tokyo International Airport at Narita, construction of a new Kansai International Airport and extension of the Tokyo International Airport at Haneda into the sea.
   Secondly, it is necessary to carry out at local airports such projects as the extension of runways to accommodate more and larger jet planes.
   Thirdly, it is necessary to continue taking environmental measures to keep harmony between airports and their surrounding areas.
   Fourthly, it is necessary to further modernize the aviation security system to cope with the expansion and diversification of air traffic.
   Currently, the construction and improvement of airport facilities is being promoted under the Third Five-Year Program for Airport Improvement (fiscal 1976-1980). As the present program ends at the end of fiscal 1980, a new program will have to be started from fiscal 1981 to continue promoting the construction and improvement of airport facilities in a well- planned manner.
