2. 1 Improvement of Facilities


   Public investment in transport-related facilities in fiscal 1982 totaled 8,547.5 billion, a 0.5% increase over the previous fiscal year under the severe financial situation (Table 5).
   Investment in transport-related facilities by private transport operators (in principle, corporations with capital of ¥50 million or more) totaled 1,417.8 billion, a 9.6% decrease from the previous fiscal year. This decrease is the first time in five years since fiscal 1977. This is due, in a large measure, to a decrease of equipment investment in the forwarding service sector.


2. 2 Management Situation



   The management environment of transport services remained severe due to a slack in the demand for transport services resulting from the relatively weak economic recovery. With the exception of some types of business, including trucking services, there were many types of business whose current revenue-expenditure ratio deteriorated and which remained unable to get out of deficits (Fig. 4) (Table 6)
