Chapter 7. Safety, Environment and Disaster Prevention in Transport


   Traffic safety is the basis of the government's transport administration. Every year, the Ministry of Transport maps out a traffic safety program and enforces various traffic safety measures affecting transportation on land, sea and in the air.
   In June 1984, the requirements for effectuation of the "International Convention on Maritime Search and Rescue, 1979" (SAR Convention) were met, and the convention was set to take effect in June 1985. Therefore, the Maritime Safety Agency is currently preparing for the early implementation of the convention.
   Furthermore, the Ministry of Transport has enforced various measures for the conservation of the environment and disaster prevention. Meanwhile, in March 1984, compromises before the court were made for the "4th and 5th Law Suits on the Osaka International Airport Noise" which had been disputed for a decade. These compromises were meaningful for the sake of smooth operation of the airport and for the compatibility of the airport and its peripheral areas.
   Also, as to the introduction of methanol operated trucks and buses as means of reducing NOx exhaust and black smoke, a survey and study are being made by a study committee comprised of men of learning, allied project operaters, etc. in the Ministry of Transport.
