To ensure traffic safety, which is the basis of transport administration,
the Ministry of Transport draws up traffic safety plans for each year and promotes
them positively in land, sea and air transport.
(1) Traffic safety measures
The number of traffic accidents is leveling off or decreasing in general.
In August 1985, however, a Japan Air Lines Boeing 747 plane crashed into a mountain
in Gumma Prefecture, killing 520 persons aboard. In view of the gravity of this
accident, the Ministry of Transport moved quickly to prevent the recurrence
of similar accidents, instructing the related air companies to check all aircraft
of the same type. The Ministry also conducted inspections at the JAL office.
(2) Measures for environmental conservation and disaster prevention
The Ministry of Transport has carried out various measures for environmental
conservation and disaster prevention. In April 1985, the Ministry compiled "a
Manual for Environmental Assessment Concerning Large-Scale Projects under the
Ministry's Jurisdiction". As part of its efforts to solve the air pollution
problem, including reductions in NOx levels, the Ministry is carrying out measures
to introduce methanol-powered vehicles.
