The Meteorological Agency has become the first in the world to form a
3-d observation network of greenhouse gases, mainly carbon dioxide, between
the upper atmosphere and the depths of the ocean.
Following the meteorological rocket observatory (Sanriku-cho in lwate Prefecture),
from January 1993, the agency plans to start observing carbon dioxide in Minami-Torijima,
a solitary island in the Pacific. Also from January 1992, it has expanded the
observation from the ocean's surface level to its depths in the area of the
West Pacific Ocean in which the Marine Meteorological Observation Ship observes
the greenhouse effect gases contained in the atmosphere above the ocean and
in the upper layers of the ocean. It has also started to constantly observe
greenhouse effect gases in the upper atmosphere emitted by civil scheduled aircrafts.
In April 1992, it opened a "EI Nino Observation Center" in the Meteorological
Agency to observe and measure large-scale ocean changes such as the El Nino
phenomenon, etc.
