SECTION 1. DEALlNG WITH INTERNATIONAL ISSUES


1 Dealing with Changes in Transportation
    Apart from negotiations carried out since 1992 for entering the new air-transport agreement on the basis of extending routes into the Kansai International Airport, activities are also being carried out for shipping at the OECD, etc. Also, it should be noted that, the transportation of plutonium from Europe to Japan by sea was escorted under infallible conditions.
2 Harmony with International Society
    Since 1992, Vice-Minister for International Affairs of the ministry and the duty ministers of various countries have held high level discussions on transport. In April 1992, discussions were held with the EC.
    Measures by the SII (Structural Impediments Initiative) will be taken according to the SII final report and its follow-up fiscal report. Meetings have also been held between the governments of Japan and the US since August 1992 to review the participation of foreign companies in large-scale public works. At the GATT Uruguay round, negotiations are also being made to liberalize service trade including aviation and shipping according to the final agreement. The automobile standard and certification system will be globalized according to the action plan drawn up when President Brush visited Japan. Also the shipbuilding subsidy cut problem is in the midst of being examined by the OECD Council Working Party of Shipping in order to draw up a treaty which will replace the previous gentlemen's agreement.
