@ @ Because the restrictive factors surrounding distribution have worsened and
hopes can no longer be placed on expanding truck transportation, the excessive
dependence on trucks is being re-examined, and the modal shift towards changing

the more efficient railway and shipping is being promoted.
@ @ Therefore, the business restrictions, in accordance with the Trucking Business
law which was approved in December 1990, has been relaxed and construction of
container depots, chassis pool, etc. supported. In addition, with the utilization
of non-interest loans from the Railway Development Fund, the flexible use of the
tonnage of fleet adjustment system, the enlargement of the business range of the
Maritime Credit corporation, etc. the transport capacities of the railway and
shipping which provide the answer to transport demand changes are being strengthened.
