SECTION 1. IMPROVEMENT OF PORTS AND SHORES
1 Aiming for an Affluent Waterfront
In 1990, the Ministry of transport compiled the "TOWARD AN ENRICHED WATERFRONT-follow-up
to 'Ports and Harbors for the 21st century' " and 'For creation of an affluent
seaside-coast for the 2lst century', raising long-term policy of port and coastal
improvement for a perspective of the 21st century.
As for port improvement, in fiscal 1991 the eighth five-year plan for port
improvement to invest 5.7 trillion yen was met with Cabinet approval. Over these
five years, port investment aimed at an effective physical distribution system
and a more affluent life will be carried out as before.
For the coastal undertaking too, in 1991 the fifth five-year plan for coastal
works investing 1.3 trillion yen was approved. During the five years, coastal
preservation facilities for national preservation, creation and preservation of
a comfortable and affluent coastal environment will continue to be carried out.

2 Port and Coastal Projects in progression
In response to Japan's recent foreign trade freight quantity, particularly
to respond to the increase in container freight quantity, and to contribute to
the correction of the trade imbalance by promoting imports, the development of
foreign trade container terminals and multi-purpose trade terminals replete with
large wharf areas for imports, distribution-related areas, high standard port
roads, Spacious, deep berths etc., will be promoted.
And as an incentive policy for a modal shift to sea transport, while furthering
the development of internal-trade unit-road terminals that accept internal-trade
container carriers, roll-on roll-off vessels and ferry boats, the acquiring of
land for physical distribution facilities and the enhancement of access are to
be promoted.
Also, the development of passenger terminals, new traffic systems, off-island
ports, the broadening and deepening of waterways, and the construction of harbors
of refuge and breakwaters are also being promoted.
And, for the promotion of "Hometown coastal improvement" that has extremely
safe and pleasant waterfront amenities, the "Hometown coastal improvement model
project" will be unfolded and coastal improvement are promoted emphatically.
