SECTION 2. IMPROVlNG THE QUALITY OF THE WATER-FRONT
1 Aiming at the Improvement of the Quality of Harbor Space
To respond to the diversifying and more sophisticated expectations towards
the harbor area, enrichment of the various private participational systems have
been devised. In 1992 with the establishment of the import promotion law the private
participational law special facility (sophistication of import promotion facility)
was created. Presently, private participational projects have been promoted all
over Japan using these systems.
2 Creation of a Comfortable Port and Coast
In order to promote the creation of ports with some historical atmosphere,
historic ports and marine environment improvement works will carried out. And
for the creation of a beautiful port, model projects for creating beautiful ports
and harbors are to be carried out. And besides promoting the developing of green-areas
to serve as recreation and relaxation areas, with the promotion of safe beaches
such as artifical beaches, the "Designation of model area for the utilization
of beaches" was founded.
And to actively create a pleasant marine environment, the "Sea Blue Plan"
is being promoted. As part of this, marine environment creating works and "Refresh
Seaside" works are being carried out.
Along with the exceptional increase in pleasure boats, illegally docked boats
are becoming a problem. So based on the "Policy for improvement of marinas of
Japan", continued improvement of ocean recreation footholds such as public marinas
and pleasure boat spots are being promoted, while supporting the improvisation
of private marinas. Also, a system of certifying marinas that are especially safe
and convenient has been established.
3 Promoting the Development and Use of Ocean Spaces that Hold the Future
To create new usable harbor space, the development of off-shore artifical
islands is being promoted. And for the sophisticated use of ocean space by using
ship-building technology, the construction of various floating facilities are
being promoted, with the enthusiastic support of the Ministry of Transport. And
as for the three large bays of Tokyo, Osaka and Ise, while the "Basic concept
of the Port Development Plan" is being decided, the direction ocean and coast
area usage should take is being considered.
