CHAPTER 9. EFFORTS TOWARDS THE BETTERMENT OF AIRLlNE NETWORK


SECTION 1. PROMOTlNG AIRPORT DEVELOPMENT



    In response to the increase in airline demand, as approved by the Cabinet in November 1991, the 6th five-year airport development plan is to be aggressively carried out. In the plan, top priority is given to the three large airport projects, while the development of the ordinary airports is to be promoted as well. The runways and freight handling facilities of the New Tokyo International Airport are at their limits, and in such circumstances, the development of the second facility is being hurried up and the second passenger terminal opened in December 1992. As for the problem of lands which have not yet been purchased, the "Narita airport problem symposium" was held to search for a solution by consultation.
    The second period plan for the Tokyo International Airport is proceeding with the West terminal passenger terminal slated to which will be open for use in September 1993. Regarding the third period plan, the improvisation construction work of the ground is advancing.
    Japan's first real 24 hour operationable airport, the first period plan's construction of the Kansai International Airport is proceeding and the opening the airport is scheduled for the summer of 1994. As for the overall plan, it is to follow and suitably cope with the aims of Cabinet decisions on the 6th five-year airport 'development plan.
    As for the development of airports in general, in fiscal 1992 at 23 airports including Fukui and Kerama, construction and extension of runways will be carried out. Also, airport developments for the betterment and diversification of airline networks such as the promotion of jets and enlarging of aircraft in response to increasing demand is to be advanced.
    As a new development in the air navigation system, in response to the increase in air traffic resulting from the progress of the three large airport projects, the upgrading of the air traffic control will be carried out.
