"Symposium for Narita Airport Issues" which was intended to create a direct
public discussion among all those with an interest in these issues and to attempt
to analyze the issues involved and seek ways of solving them. The symposium,
led by 4 experts who acted as moderators, was chaired by Dr. Mikio Sumiya, a
Professor Emeritus of the University of Tokyo (Sumiya Study Group). The group
had a series of meetings since November 1991. The study group made a statement
at the final symposium in May 1993, which Transport Minister Ochi attended,
in reply to the three proposals made by the Anti-Airport League as a method
of seeking a solution to outstanding issues.
The Ministry of Transport recognized that the intention of the Anti-Airport
League proposals was to create an atmosphere in which peaceful discussion might
lead to a solution to the problem. The decision was made to accept all the proposals
following the statement and to make every effort to find solutions to the problems.
Based on the above conclusion, the "New Forum for Narita Airport" was established
to discuss and seek ways to live-and-let-live for both the local community and
the airport. Forums have been held since September of this year with Transport
Minister Ito in attendance.
Through this forum, every effort will be made to create a consensus of opinion
throughout the community on the development of New Tokyo International Airport.
