MORE SUBSIDIES GRANTED FOR CONSTRUCTION OF RAILWAYS (April 1993〜)


    More subsidies have been granted for the construction of railways to promote balanced development of the national land and to place more emphasis on the quality of people's life.
    In Fiscal 1994 Budget, the subsidies for construction of the Shinkansen and subways were increased; it was decided to grant subsidies to the subways operated by the third sector; the subway emergency construction enterprise which would utilize local independent businesses was established; more subsidies were appropriated to modernize smaller railways; and the construction costs for urban and trunk-line railways were classified into public work related costs so that stable and sustainable subsidies could be supplied. Before these measures were taken, subsidies had been given for the construction of the Hokuriku shinkansen between Takasaki and Nagano and the subway's new lines under fiscal 1993's economic measures were taken three times.
    Regarding the reserve fund system for the construction of specific urban railways, the "Special Measures Law for the Promotion of Railway Construction in Designated Cities" was revised to increase the reserve fund, and the revised law took effect on August 1, 1994.
