"OFF-PEAK COMMUTlNG CAMPAIGN" DEVELOPED (December 1993〜)


    The congestion during commuter rush hours still poses a serious problem in metropolitan areas. To solve this problem, it is necessary to enhance the railway transport capacity and to promote "Off-Peak Commuting" through the introduction of staggered office hours and the flextime system on the part of enterprises.
    For this purpose, in cooperation with the Ministry of Labour, the Ministry of Transport are holding meetings of the "Council for Promotion of Comfort in Commuting" consisting of the representatives of the economic and labour circles. Meetings of the "Marunouchi and Ohtemachi Area Subcouncil" and the "Shinjuku Area Subcouncil" are also being held. In this way, the Ministry works hard to promote off-peak commuting with the help of the private sector.
    The Ministry of Transport has begun a campaign for off-peak commuting, putting up posters calling for off-peak commuting at railway stations and in the trains in Tokyo metropolitan areas, in time for the winter-time commuter congestion due to extra layers of clothes. In March 1994, the Ministry held the "Seminar for Promotion of Comfort in Commuting" to urge directly company personnel sections to promote off-peak commuting. In addition, the Ministry decided to develop campaigns at stations and hold seminars, designating November as "Comfortable Commuting Promotion Month". The Ministry also designated November 24 as "Off-peak Commuting Promotion Day" to place special emphasis on promoting off-peak commuting.
