REPORT ON "FREIGHT HANDLlNG BUSINESSES AS IT OUGHT TO BE AND MEASURES FOR MAKlNG LOCAL PHYSICAL DISTRIBUTION MORE EFFICIENT" SUBMITTED BY THE TRANSPORT COUNCIL (March 16, 1994)


@ @ In November 1993, the Transport Council was consulted about "Measures provided by the Supplementary Regulation Article 52 of the Freight Handling Business Law" and "Measures to raise efficiency of local physical distribution". As a result of the deliberations, a report was submitted on March 16, 1994, stating that the Freight Forwarding Business Law was being enforced properly and the basic framework of the law should be maintained but that new services should be developed and the items requiring Government approval should be further reduced. Regarding the measures for streamlining local physical distribution, the report stated that a joint collection and delivery system should be established and that measures should also be taken to improve the local environment by providing space reserved for parking or stopping cars, and handling freight.
@ @ The Ministry of Transport is promoting the necessary measures based on the report submitted by the council. To streamline local physical distribution, for example, the Ministry is constructing a system for making physical distribution more efficient by establishing a council composed of the parties concerned in each area. Especially, in Tenjin area in Fukuoka City, a new entity was established, which was backed by the local transport companies and consignors, following the report submitted by the "Council for Promoting Physical Distribution Measures in Tenjin Area". Thus, joint collection and delivery business started in September 1994.
