The Japan-US Trade Talks on Autos and Auto Parts Come to Settlement (June 28, 1995)


    The Japan-US Trade Talks on Autos and Auto Parts began when on Autos and Auto Parts sectors were selected as part of sectoral talks in the Japan-US Framework Talks, which were established on the basis of the agreement of the agreement of Japan-US summit talks in July 1993.
    In the talks, (1) voluntary plans to purchase foreign-made parts, (2) dealership, and (3) deregulation of the replacement of auto parts were major issues, and all these were practically settled on June 28.
    On the basis of the agreement, the Ministry of Transport decided to take the following measures in a due process concerning th deregulation of the replacement Auto Parts : (1) to reduce the number of critical parts, (2) to conduct deregulation of the scope of modification inspections, (3) to create a certification of "specialized certified garages", and (4) to conduct deregulation of government-qualified mechanic requirements and mechanic requirements on inspection of facilities for special designated garages." In addition, the Ministry is also prepared to establish an information network for foreign-made replacement parts and to establish the contact points to deal with requests and complaints for promoting the use of foreign made replacement parts: Through these and other measures, the Ministry plans to promote the distribution of replacement auto parts, activate the replacement parts market and increase the opportunity for entry of foreign parts makers into the Japanese market.
