"The Basic Concept of the 7th Five-year Airport Development Plan (an interim report by the Aviation Council), which was published in August 1995, describes the improvement of international hub airports and etc. as an urgent task. Based on this basic recognition, the second phase of Kansai International Airport Master Plan, the construction of Chubu New International Airport and the construction of Tokyo Metropolitan Airport are to be new projects that will follow the three major airport construction projects (Tokyo International Airport, New Tokyo International Airport and Kansai International Airport). Thus the government will improve facilities, giving the greatest priority to the improvement of hub airports in big city areas (Fig. 37).
The number of flights extended into Kansai International Airport
has been rising steadily since its opening in September 1994 (Table
18).
In the overall project, work to build a parallel airstrip and other works
will be launched urgently, as stated in the "Basic Concept of the 7th Five-year
Airport Development Plan" (Table 19).
The "Narita Airport problem" entered a new phase as the confrontation over its construction between the state and farmers and their supporters came to an end after an agreement had been reached at the "Narita Airport Round Table Conference" (September 1993- October 1994). The government will make every effort to acquire land, solve noise problems and improve other conditions so that New Tokyo International Airport co-exist with the local community around the airport.
