　 　 In the face of a fall in the international competitiveness of Japanese-registered ships, flagging-out is advancing (Fig. 42). Therefore, Japan needs to work out comprehensive measure to deal with the shrinking Japanese-registered ships and the declining number of Japanese seamen. In this, the experience of European countries and the United States may be valuable.
