The Ministry is dealing with measures to secure jobs for Japanese
seamen and particularly for ocean-going vessels. It is also striving to improve
the seamen's education system and studying the modernization of manning system
and other measures to modernize the seamen employment system.
As for the working hours of seamen, a 40-hours-a-week system was introduced
for ocean-going and large vessels in April 1995, and the system will start in
April 1997 for small inland vessels.
