1. Countermeasures against Sea Pollution


    (State of Sea Pollution)
    The number of sea pollution cases discovered by the Maritime Safety Agency in the coastal areas of Japan in 1994 was 732, a decrease of 30 cases (about 4%) over the year before (Fig. 45).
    (Countermeasures against tankers and other ships)
    A double hull structure became mandatory in tanker construction as of July 1993. The compensatory system for oil contamination was revised in July 1994. In May 1995, the Law relating to Prevention of Maritime Pollution and Sea Disasters was partially revised following the signing of the International Convention on Oil Pollution Preparedness, Response and Co-operation, 1990. As a result, oil storage facilities were obligated to prepare and equip themselves with a guidance manual on emergency measures to prevent oil contamination.
