The United Nations Convention on the Law of the Sea was prepared as a
result of the United Nations Conference on the Law of the Sea and came into
effect in November 1994. The Convention provides for such fields as territorial
waters, exclusive economic zones, sea, bottoms, the protection and preservation
of the sea environment, etc. to establish comprehensive rules to the general
relation of rights and obligations regarding the sea.
In order to participate promptly in this international legal system, Japan
was engaged in conclusion of the same convention and adjustment of related domestic
laws and, in compliance with the Convention coming into effect in Japan, the
related domestic laws were enforced on July 20, 1996. Hereafter, the Maritime
Safety Agency will endeavour to strengthen the system for watching and controlling
in the newly established vast exclusive economic zones and promote marine research
in order to establish the boundary of the continental shelf.
July 20, 1996 when the law was enforced was the day on which "Marine Day"
was instituted as a national holiday for the first time and the United Nations
Convention on Law of the Sea, which is called the "Constitution of the Sea",
has started just from "Marine Day".(Picture)
