Section 2. Efforts toward Deregulation


@ @The Ministry of Transport has been steadily carrying out. The Deregulation Action Program since FY1995, with 71% or 155 items of the program implemented in that year. Those items centered on : permission to introduce strategic discount fares with prior notification to, instead of approval from, the government as required before with regard to railways, buses on regular routes, and domestic passenger ships following the example of domestic airlines ; the introduction of the system of varied fees within a certain limit into the domestic airlines ; and reviews and simplification of the system for inspection, checkup and maintenance of automobiles.
@ @The Ministry of Transport revised the program at the end of fiscal 1995 to include 68 new items. The new items mainly represent measures that contribute to facilitating entry into transportation businesses and to flexible setting of fares aimed at promoting sound competition in the transportation industry.
