Section 1. Promotion of Travel


    Sales of 50 major travel agencies increased by 5.4% in FY1995 over the previous year, or by 1.1% and by 11.6% for domestic and overseas travels, respectively (Table 15).
    The occupancy rate of guest rooms of major government-registered hotels decreased 9.8 points between FY1990 and FY 1995. In FY1994, 58.9% of major government-registered hotels and 50.7% of major government-registered ryokan were in the red (Table 16, Table 17).     Under such circumstances for the tourism industry, the Ministry is trying to create an environment in which people can enjoy various and full leisure activities by holding meetings of the Council for Promoting "Leisurely Vacation".
    To cope with ever-growing popularity of overseas travel and to further promote consumer protection, both the Travel Agency Law and the Standard Terms and Conditions of Travel Contracts were partially revised and implemented in April 1996.
