Section 1. Promotion of the Construction and Reinforcement of Railways


    Railways should be constructed and reinforced m such a way to realize a balanced development of the national land, and to create a society in which the public can feel real affluence as Japan is about to become a full-scale aging society. To this end, various kinds of support including subsidies from the government should be utilized.
    Regarding trunk lines, efforts are being made to construct new Shinkansen lines (Fig. 37, Fig. 38) and to speed up trains on narrow-gauge lines (Table 19).
    Urban railway systems are systematically and steadily being improved with a view to promoting relief from congestion during rush hours (Fig. 39, Fig. 40).
