Convenience and comfortability for passengers are being upgraded through
: improvements in station facilities, the introduction of comfortable cars,
mutual use of tracks by different railway companies, and other measures.
Regarding what system should be used to set fares for passenger railways,
the Study Group on Passenger Fare Issues established in January 1995 studied
the matter. Then the "Working Group on Fares for Passenger Railways" laid down
its direction for improvement in its report in February 1996. The report said
that although the present multiple costing system is appropriate, the following
adjustments should be made :
1) The introduction of fare ceilings under the multiple costing system
2) Reinforcement of the "yard-stick" method
3) Upgrading of the cost accounting method
4) Simplification of procedures
5) Promotion of information disclosure
The Ministry plans to formulate a new fare system that incorporates the
above-mentioned measures in November 1996. The new system will start in January
1997.
