Section 1. Promotion of Airport Development


@ @ The Ministry formulated the 7th Five-year Airport Development Plan for FY1996-FY2000 (Table 22). As the top priority for the development of base airports in metropolitan areas, the plan endorses : the continuation of the development of New Tokyo International Airport and the completion of the offshore expansion of Tokyo International Airport ; and the promotion of the second-phase works of Kansai International Airport and the development of Chubu New International Airport and a metropolitan airport as new projects.
@ @ Some notable progress has been made in airport development. Fiscal 1996 budget has approved the commencement of the second-phase works of Kansai International Airport by 'vertical separation method' in which a new third sector takes charge of land development and an airport company construct and maintain airport facilities. With regard to New Tokyo International Airport, two contracts for acquisition of land within the planned premises of the airport have been made with local farmers. In addition, works are under way for the offshore expansion of Tokyo International Airport. Also, studies are being conducted for Chubu New International Airport and a metropolitan airport (Fig. 48).
