Japan's air transport business, whether it is in domestic or international operation, is steadily expanding in both passengers and cargoes. However, although the balance of Japanese airline companies was on a recovery path in FYl995, these companies are still in a difficult situation (Fig. 49). The Ministry is encouraging air carriers to be more competitive by relaxing the requirement for wet leasing and joint transportation and by taking other measures.
