Chapter 2 Changing International Community and Transportation


   Section 1 Expansion of International Transportation Services



    In aviation, Japan expanded transportation capacity on routes to five countries and one region in FY 1997 and concluded new civil aviation agreements with two countries in May 1998. As of July 1998, Japan had had such agreements with 51 countries and one region (Figure 44). As for maritime transportation, Japan, based on the principle of the freedom of shipping has coordinated policies with international organizations and foreign countries to promote liberalization and expansion of international services.


Section 2 Implementation of Transportation Policy Responding to International Challenges


    Japan has been implementing transportation policies in response to international challenges. It has conducted multilateral and bilateral policy coordination and consultations through the Asia-Pacific Economic Cooperation (APEO forum, the East Asian Transportation Forum, bilateral high-level discussion transport and other forums, while positively addressing individual economic problems in automobile, maritime shipping and aviation areas.


Section 3 Contributions to International Community


    Japan has been positively promoting a wide range of international assistance like technical and financial aid, shipping safety measures in the Strait of Malacca and Singapore, maritime safety measures like a review of navigation safety standards at the International Maritime Organization (IMO), and international cooperation in science and technology through joint research and exchanges of experts (Figure 45).
