In response to the formulation of the Comprehensive Program of Logistics Policies, the Ministry of Transport held the first follow-up meeting in June 1998. The meeting participants confirmed progress in and materialization of various measures, including the creation of a special spending quota (\150 billion) for the improvement of distribution efficiency, further promotion of deregulation under the three-year deregulation promotion program, and the formulation of guidelines for developing distribution centers.
The Ministry decided on the guidelines for developing distribution centers in June 1998 and has been considering how best to promote comprehensive, systematic efforts for better regional distribution efficiency ("Regional Distribution Management"). It is also implementing various measures for the Foreign Access Zones (FAZ) (Figure 46).
The Ministry has been promoting deregulation in the distribution
industry, as well as intermodal transportation and logistics EDI (electronic
data interchange) to improve distribution services and systems. It has also
been stepping up research on the intelligent transportation system to improve
trucking services (Figure 47).
